Not sure which is the "other end" :-) One end goes into the power
socket (remember, no lead to carry power), the other is a normal
connector to the power supply of the PC. That ensures that the metal
chasis is earthed.

</I>That depends on the carpet, to some extent. Some fibres are much more
likely to cause static than others. None-the-less, if any static is
around you want it away to earth as quickly as possible.
