You can use something like this to get the flags to use:
$ perl -MExtUtils::Embed -e ldopts
-Wl,-E -Wl,-rpath,/usr/lib/perl5/5.12.3/x86_64-linux-thread-multi/CORE
-fstack-protector -L/usr/local/lib64
-L/usr/lib/perl5/5.12.3/x86_64-linux-thread-multi/CORE -lperl -lnsl
-ldl -lm -lcrypt -lutil -lpthread -lc
