As can be seen from this upstream report I just submitted:

libcec implements a loader function in it's headers. This is a pain for
the reasons posted above.
We will need to include the patch I've just submitted to cauldron and
then rebuild any packages including libcec support to make it load the
libcec library without the -devel package being installed. We will also
have to add manual Requires (or at least suggests) for "%mklib cec 1" to
such packages. *sigh*.
If anyone has time to write a proper patch to turn it into a normal
library with automatic requires etc. etc. then please comment on the
usptream bug.
