To be fair, the file were not generated by tx, but came 
from Mandriva : <A HREF="https://www.mageia.org/pipermail/mageia-i18n/2011-May/001549.html">https://www.mageia.org/pipermail/mageia-i18n/2011-May/001549.html</A>

Tx would have refused the file ( as this must be valid po ).

But you are right that we need to have people who know po in the team.
Not everybody must know, but that's better to understand what is going
on under the hood.
