May I emphasize your point about IRC:
IRC has one major drawback. All information, ideas, opinions given on
IRC are only available to those people who are present in the moment
when such ideas, opinions and informations are given/discussed. All
other people (the vast majority) is not present, even dedicated IRC
users are not online 24/7.
So IMHO important issues should never be discussed on IRC, less
somebody posts related excerpts on the mailing list related to the
issue.
IRC is good for short question/answer communication to solve a problem
at hand, IRC is good for scheduled meetings of not too large groups
(8-10 participants to the max to be productive). But it is not suited
for overall discussions you may want to refer to a couple of days
later.
