Why not, although this is still strongly branded after previous
mozilla.org theme. I would stay on the default skin and only adjust
the colors and gradients for a start.

Adding the global nav bar is a matter of... adding the code and the
style. My point is that: every site must suppose that there will be
this top nav bar and this influences the site own navigation and
design.
