+Yes, but there is a third group: software which may be illegal to be
+used in certain countries. This has nothing to do with free or
+non-free. For example, friends of the movie industry claim that
+libdvdcss is illegal in Germany, other legal experts claim just the
+opposite. This issue never went to court because IMO the movie
+industry does not want to risk a court decision against them (like in
+France). So they keep publishing FUD about this and it's up to the
+user to decide which side he thinks is right - not a good idea in a
+legal issue.
