Improve downloads redirections for IPv6 clients
- IPv6 clients are not randomly redirected anymore (unless there
really is no best match mirror). Previous geoip lib did not
handle IPv6 addresses at all.
- visitors from a country with no matching mirror now fallback
on their continent potential matches first.
- get_country() method removed, replaced by code in
lib/mga_geoip.php
