Fix language redirection (see bug 7091)

- modify relocate() function in langs.inc.php
- modify ChooseLocale class constructor in localeDetection.class.php
- we currently use ll-cc language tag format (instead of ll-CC,
  which ChooseLocale strictly expects until now)
