I'm fully aware of that we're releasing Mageia 1 now& since Mandriva
(that we forked from) has got a HCL, aren't we going to have it as well?

Nothing is planned so far.

In order to have it, we should :
- define what is the need ( if possible, explain why this isn't covered
by existing shared initiatives such as smolt.org, hardware4linux, etc,
etc )
- find a software for that, wit the usual criteria ( free, packaged, not
a pain to maintain, without catastrophic security record, among other )
- create a package if it doesn't exist, have it uploaded
- setup a puppet module for that
- deploy it

As the first question do not requires any specific technical skill, I
guess anybody can answer :
"what is the exact need that is not fulfilled by existing system"

My need is to do the same as with the Mandriva-HCL. To install Mageia on any computer & tell users if Mageia works well on it on not.

Well, hwreport for http://hardware4linux.org and smolts for http://smolts.org can be made available in Mageia on client-side (re-using existing server-side).
