Updated Makefile files (polkit) and spec file

-Really use translations for polkit file
-drop "local" macro PREFIX on Makefile
-drop "PREFIX="%{_prefix}" macro on spec file
-use polkit binary generated with Makefile
-drop bin folder (use binary generated with Makefile)
