Attempt making aarch64 mandatory
54 packages are missing, most of them are also broken on other
architectures so it shouldn't be a problem.
That will save a lot of effort fixing it getting out of sync
because aarch64 build finished a minute after other architectures
and upload had already started, and then other packages getting rebuilt
against older version.
Trying it now ahead of a qt/kde upgrade which always cause such issues
and take days to fix.
