Fix random breakage of bind
If bind is not started when we create the file, we write into
/var/lib/named/var/named/ which then means the script will skip
mounting it as the directory is not empty, and even if it mounted
it the files would be hidden.
If it's running it's bind mounted already so writing to /var/named/
is enough anyway.
