[ticket/15035] Add phpinfo.php to 3.2.x install directory

In 3.1.x there's a phpinfo.php in the /install folder which seems to be removed in 3.2.x, perhaps by accident?

Closing tags converted using Oleg's script.
remove-php-end-tags.py -a .

Trailing newlines added using the following where $ext is file extension.
find . -type f -name "*.$ext" -print | xargs printf "e %s\nw\n" | ed -s;

Extensions: php, css, html, js, xml.
