Check --link-dest options to rsync then (widelly better).

Feel free to suggest a better name. "mirror" mean "this tree is sync by
mirrors".
However distributions don't directly into /distrib/mirrors but under
/distrib/mirror/distrib/*. /distrib/mirror will probably contains others
things than just a set of RPMs.
