Or create a set of rules or steps that must be followed by contestants. 
One of the rules might be that they pledge that the sumbission is their own work, and is not based on someone elses. And the work have a license that we can use. (Maybe have a list of licenses that is accepted, if the contest's doesn't already.) 
If it is based on someone elses workm, they must link to the original work so we can examine that any license conditions are followed, and the license is one that we can accept.
