[Mageia-webteam] Stop 404 errors due to lack of translation

Hello folks,

To stop 404 errors on www when a /$locale/dir/ page is
not available, I added a function on www to check if the
"/$locale/dir/" is available or not.
If yes, it will be displayed, if no, the /en/dir/ page
will be displayed.

So, if you don't want to see EN pages on you locale,
please send me your translations. :-)
