Beginning with the Beta I'd go for general and public in full swing.
Like all other distros do.

Why do you see 2 documents? The actual announcement is what will be
published everywhere. What do you mean with "release notice"? I
understood that this time you will compile it and send it to ennael to
be published.

No, not this time. The official announcement will be made in the blog
and all i18n groups will use this.
