1) it is amateurish stuff. Guys, there's one half-time single person
managing the Web site, and it may not be long either. The Web team
needs to exist.
2) the .lang files cover only a small portion of the site, mostly, 1
.lang => 1 page or section.

I guess he didn't mean the fact site has partially translated/translatable but the annoying fact the pages themselves are not fully translatable. For example:
- in http://www.mageia.org/et/about/ there is "Mageia.Org's legal constitution and governance rules"  in English
- in http://www.mageia.org/et/downloads/ there are "Use above DVD or CD and see the upgrade guide" and "see the upgrade guide (en)" in English
- in http://www.mageia.org/et/for-server/ there are "Aside from the cross-section included here, you will find many others in the repositories: you can use rpmdrake to search for packages, or check the Mageia App DB" and "For centralised administration, we include puppet 2.7.11; we use it widely in our own infrastructure" and "You can take a look at the Mageia Application Database to get a more complete list of Mageia packages" in English
All mentioned sentences are not made translatable so far. Such mixing languages in one page conveys more "amateurish" feeling than having one page translated and other one not.
