As obgr_seneca explained the normal way is:

1. Download the file and translate it.
2. Send the translated file to your language mailing list for review.
As long as this does not exist, send it to this list and add the
labguage in the subject of the mail.
3. When the file has been reviewed by your other translators of your
language it can be sent to obgr_seneca who will commit it (this is a
temporary solution).
