[Mageia-i18n] i18n teamleader elections

Hello i18n team,

it's nowalmost a year since I was elected as i18n team leader (the
election taking place on April 21st) and we should start thinking
about re-electing the team leader.
In last team meeting it was decided that we shell have the election in
4 weeks (that would be March 8th). The time line for the elections is:
- candidates can step forward until March 1st
- the elctions will take place after that, the formalism will be
decided depending on the number of candidates. (If there is only one
candidate, we don't need epoll, we can do it on the ml, if there are
more candidates, we can have an election using the epoll software).
The plan is to have the team leader elected until March 8th.

I myself will run again for the position of the team leader, but that
shall be no reason for others not to step forward. We also have to
elect the deputy team leader and Akien will be available for that
position again as well.
