[Mageia-dev] freeze push checkpolicy

please
push checkpolicy
it's the last one of the family and it fixes bugs
it build locally and rpmlind shows no error. :)

upgrade provides
 o Fix errors found by coverity
 o implement default type policy syntax
 o Free allocated memory when clean up / exit.
