While technically a minimal install could do the whole remote thing, I
think we need to be somewhat pragmatic here and add the require. It's by
far and away the biggest usage pattern and all it does for the
minimalist users is bloat their install. I think we should live with
that for now. A more complete infrastructure for dealing with e.g. thin
clients could be investigated later and applied holistically to the
other DEs too.
