I already made the important part of that change in mga2 prior to release:

We differ from fedora which effectively mades it static when installed
(i.e. no way to disable it), whereas we still provide a way to disable
it should the user wish (although it is enabled by default).

Yup. I'm not sure if we should take the same course of action as ntp
(make them both still optional if installed) of if the packages
themselves should conflict or similar. I'm not sure what kind of havoc
is wreaked when both ntp and chrony are installed together.

Basically make it use the dbus service exclusively to adjust the time
and timezone (tho' there may still be some files to be written with zone
information etc, but I'm not 100% sure without looking properly)
