Apps have to be configured accordingly. e.g. to use /var/tmp where some semblance of persistence and storage space is required, but /tmp for all other issues. This is a discussion for later so I won't go into the ins and outs of the feature suggestion, but suffice to say nothing is decided and nothing should be static (including your own use of /tmp just now). Proposals have to be evaluated on their own merit.
