Package from pre soft location would need to be obsolete by the one from soft, actually, maybe an obsolete is too harsh, but it would require that the new one replaces the old one. I'm not sure on our policy on source changes.
Either way, if this becomes default kde4-config needs modified. I am planning on putting out some trial ones with different ideas in them, so we can test this then.
