+Yes, either a sysadmin could delete everything that was built from the qt4 SRPM in updates_testing 
+or the subrel could be bumped, then qt4 could be rebuilt and it should be fine.  It'd be nice to 
+know why these packages disappeared though.  It's not the first time something like this has 
+happened.
