+Well in fact i was thinking about maintainer's job & not necessary a check 
+during mgarepo submit :
+If a maintainer wants to upload package 'x' he should check that package 'y' & 
+'z' are available before because x is requiring y which is requiring z etc...
+Since we're already doing it for BR, we should also do it for Requires.
