+I can confirm this too. I discovered this problem today. Tried to take a
+stab at fixing but in the end gave up as I didn't want to spend too much

+Interesting. This could be related to speedboot as Dexter said.

+Actually in cauldron updates/testing, I've pushed new
+initscripts+systemd package. In this setup, speedboot is automatically
+disabled when systemd is used as the init system.
