(configure_urpm) fix using --rpm-root & --urpmi-root by reverting

r19519 from 2006-10-25 ("add support of --root for gurpmi") which is
useless since r243842 from 2008-08-07:

"(configure_urpm) parse command line when initializing urpmi, thus
fixing --urpmi-root"
