adding a migrating script (that take care of not respawning too much
applets due to multiple rpm triggers) that will migrate both old and
new type applets:
- for old applets, we just plainly kill them and restart them all
- for new ones, we just send them the SIGHUP signal and they'll take
care herselves of restarting
