reintroduce check for 'Devel' branch for cooker (reverting part of commit from

2009/09/30 that supplanted it with a new test that will be changed in next
commit) ; previous commit was:

    (is_there_a_new_distributions) better check in order to exclude cooker
    from distro upgrade

    rationale: older/unsupported distro aren't in the list as well as
    cooker (2009.1 won't be in the list)
