Bill, I appreciate your intention of simplifying this, but you have
made it say something that is VERY SIMPLY NOT TRUE. A trivial reading
of the code will demonstrate what I am saying. We do NOT skip the
fsck, we simply do not set the force fsck argument. "To skip" is
not the opposite of "To force".
This is a critical change.
