spec: Move service script into subpackage

This changes moves service script into initscripts-service subpackage.
The subpackage could be install without main package.

This change allows audit not to require initscripts and require only
initscripts-service instead.

src/sushell moved into 'policycoreutils' package

  It has been agreed that maintainers of 'policycoreutils' will either
  accept the pull-request, or they will close it if the sushell is no
  longer needed...

  This script has been obsoleted by other concepts in Fedora, and using
  it can be quite dangerous nowadays...
