It certainly makes more sense than relying on the writing of temporary
config files in /etc. Use the same mechanism for IPv6 as well.

The adsl-* and pppd programs have been in /usr/sbin for ~10 years.

The ISC software is now used for DHCPv6 support, so run dhclient in
DHCPv6 mode instead of the older /sbin/dhcp6c program.  Still honor the
same configuration variables.

Move is_wireless after MACADDR/MTU setting, as it brings the link up.
