when configuring to install grub bootloader, we first install lilo, then grub.
the logic is that we only reread /etc/lilo.conf[1], so we need to write
/etc/lilo.conf. but when installing grub, we really do not need to run lilo, we
only have to write its config file.
[1] because grub/menu.lst lacks some data and because we do neither want to
parse both config files nor to resolve conflicts between configuration
