- syntax : drakhelp relative_link

  example: drakhelp Quick_Startup.html/drakx.html

- drakhelp will check the running wm and will launch kdehelpcenter
  with the correct URL after localizing the link.
  Otherwise, it launch a default browser: mozilla konqueror or galeon.
