Using Mageia release number as major, previous scheme was not meaningful.

We might want to either drop the old ChangeLog file, or write new instructions
that work to update it. But the current ones just committed an empty file.

Also use it for icons/mageia.png as fallback, though users of common-data
should fix their patches to use mageia-menu.
