That list seems old and somewhat dead.
I would start with the regular people who mail the list and are on
irc, and send out a mail saying that a new list is being generated and
to put there names on it.
Something similar to the packagers list.
As for the guidelines, maybe some of the stuff about the icons isn't
so needed anymore, but it cant hurt to have it there in case.
