simplify handling of variables declared in "if (...) ..." to meet perl's way.
eg:
if (my $i = foo()) {
} else {
$i; # accessing $i here is allowed
}
if (my $i = foo()) {
} elsif ($i = bar()) { # don't use "my" for $i since it's already in scope
}
