Add a disk scan synchronization point with scsi_wait_scan. (#481470)
We need to wait for scans to finish for mdadm & LVM to work (and heck,
even fsck). Note that this won't necessarily fix USB, as it has an
asyncrhonous delay even before it starts scanning.
